In statistics and planning, two indicators of national income are used: produced and used for consumption and accumulation. When these indicators are calculated at comparable prices, in which indicators of five-year and long-term plans are developed, as well as their implementation is analyzed, there is a significant gap between the volumes of national income created and consumed. For example, the increase in national income generated over the 9-11 five—year period was 90%, and the increase in used income was 79%. Considering that the percentage of national income growth was 2.8 billion rubles in 1971-1975, 3.9 billion rubles in 1976-1980, and 4.9 billion rubles in 1981-1985, the noted difference in rates, according to our calculations, led to a discrepancy between the amounts of national income received and spent in 1971-1985 of about 40 billion rubles. There are significant discrepancies in the average annual growth rates both for the entire period and for the five-year plans. Statistical data show that the national income produced consistently exceeds the income used, both in terms of growth rates and in absolute terms.
The objective basis for the discrepancy between the indicators of national income produced and used lies in constant and unrelated changes in the structure of production and the proportions of product distribution. The methods of evaluating products in the field of their production and use also differ significantly.
